land cargo either intended for use or to be broken up in the Colony. i.e. cargoes of rice, sugar and to a less extent, flour and grain. The bulk of this cargo at the present time, even when discharged ex-ship at Kowloon Point passes to west Point to be handled. Complaints of excessive costs due to charges for excessive handling from ship to godown, ship to lighter, lighter to godown, and so on, had been numerous. It was therefore considered necessary to examine the possibilities of the Port, which are practically three, viz: West Point, North Point and Hung Hom Bay. It was ascertained

that the cost of developing the West Point district with wharves and godowns would be prohibitive, principally owing to the provision to be made for traffic in a very congested district where the land values are exceedingly high. A

careful survey of local conditions indicate that some

provision will in course of time be required, even if the need does not now exist in a pressing form, whereby, in

order to obtain reasonably quick and economical despatch,

coasting steamers may discharge their local cargoes along-

side wharves with proper godown accommodation.

As the idea of making the necessary provision at

West Point had to be abandoned, the possibility of shifting

this trade to Hung Hom Bay was considered, but having

regard to the manner in which it is conducted, it was considered improbable that merchants would transfer their business to the Kowloon side of the Harbour. North Point being undeveloped, there was every opportunity for opening it up properly for the coaster trade. This fact was rather emphasized by the fact that Mr. Kwik Djoen Eng who conducts a large sugar business at West Point had already recognized the possibilities at North Point.

Objection (b) put forward by the Consulting Engineers appears to be basel on general principles rather
